This shows Otis McDonald meeting Dick Heller at the CATO Institute about 5PM this afternoon.I had just introduced myself to Mr. McDonald when Dick Heller walked up and said, "I wonder if I might introduce myself, Mr. McDonald." This was their first meeting.
